On this September 15, we join the rest of the world to commemorate the International Day of Democracy 2021, under the theme: “strengthening youth participation in decision-making processes in a changing era.” Today, we also underscore our support for democracy as we strive towards more equitable, inclusive, and peaceful societies.
Through different programs, Never Again Rwanda places meaningful citizen participation, democracy, and human rights at the center of all its interventions that target the community in general or youth specifically. Over the years, we have learned that achieving and sustaining peace and stability is grounded in a democratic society, where citizens are meaningfully and constructively engaged in both the development and implementation of policies as well as citizen-centered programs.
Rwanda’s post-genocide reconstruction process not only focused on unity and reconciliation but on promoting democratic values, which has seen decision-makers collaborate with citizens in a transparent and accountable manner. Also, Rwanda has placed emphasis on the participation of youth – a seat is reserved for youth in parliament, there is a Ministry of Youth and Culture, a fully functioning National Youth Council with committee structures from the national level to local government down to the village level and a National Youth Policy was adopted.
“Events that led to the 1994 genocide against the Tutsi were characterized by injustices, ideology, and hate speeches, which left complex legacies. So, as a country, we know what the lack of citizen participation in a democratic manner leads to. We are therefore committed to continue working with our partners in government and the civil society to build towards prosperous societies that engage in decision-making processes.” Dr. Nkurunziza Joseph Ryarasa – Executive Director, Never Again Rwanda.
We are committed to continue facilitating dialogues between decision-makers and citizens, particularly the youth, to increase their awareness and participation in government policies and programs. And also empower youth with critical thinking skills to be responsible citizens who can participate effectively in the construction and development of the country.
Given the fact that the world is still combatting the spread of COVID-19, we have organized a hybrid dialogue to engage a few youths at the physical venue and others on online platforms.” The dialogue will convene youth, decision-makers, and other development partners. Without democracy, lasting peace cannot be guaranteed.
