1. Context and Justification
In the aftermath of the 1994 Genocide against the Tutsi, Rwanda made a national commitment to build a society grounded in peace, justice, and human dignity. Founded in 2002, Never Again Rwanda (NAR) emerged from this collective resolve.
Over two decades, NAR has grown into one of the country leading peacebuilding and social justice organizations, recognized for its evidence-based programming, youth engagement, and innovative peacebuilding approaches. Operating in a dynamic socio-political environment shaped by remarkable reconciliation and development milestones faced with intergenerational trauma, youth unemployment, changing civic space, and regional instability, NAR has continuously evolved to remain
relevant and impactful. The current Strategic Plan (2021–2025) has enabled the organization to consolidate its role as a thought leader and practitioner in peacebuilding and participatory governance.
As the organization approaches the end of its current strategic plan, it recognizes the need for a new forward-looking strategy that consolidates gains, responds to national and
regional realities, and positions NAR to lead in shaping peaceful, inclusive, and evidencedriven societies. It is in this context that Never Again Rwanda is seeking the services of a qualified and experienced consultant to support the development of its Strategic Plan 2026–
2. Purpose and Objectives of the Assignment
The purpose of this assignment is to support Never Again Rwanda in designing a comprehensive, context-sensitive, and forward-looking Strategic Plan for the period 2026–2030.
**Specifically, the assignment aims ** to:
• Conduct a situational analysis to identify emerging peacebuilding, governance, and• Assess the performance of the 2021–2025 Strategic Plan by drawing key lessons for future strategic orientation from the mid-term evaluation of the strategic plan (2021-2025).
• Facilitate a participatory strategy development process involving internal and external stakeholders.
• Develop a strategic framework comprising updated vision, mission, values, strategic objectives, priority areas, and a Theory of Change.
• Design an implementation plan with resource requirements and timelines.
• Develop a monitoring, evaluation, and learning (MEL) framework aligned with international standards and organizational learning needs.
3. Scope of Work
The consultant will be responsible for the following:
• Review relevant internal documentation including the 2021–2025 Strategic Plan, annual reports, policy briefs, evaluation reports, and program data.
• Conduct a comprehensive external analysis covering peacebuilding, governance,
youth development, social cohesion, trauma healing, and civil society space in Rwanda.
• Map key stakeholders and facilitate engagement through focus group discussions, key informant interviews, and consultative meetings with partners and donors.
• Conduct a SWOT analysis of NAR’s institutional capacity, programs, and partnerships.
• Develop the strategic framework including revised mission, vision, values, strategic priorities, outcomes, and indicators.
• Facilitate internal reflection workshops and participatory validation sessions to ensure ownership of the strategic document.
• Design an MEL framework including indicators, data sources, responsibilities, and learning mechanisms.
• Draft and finalize the full Strategic Plan, including a brief version of the strategy.
4. Methodology
The consultant will employ a mixed-method, participatory approach to ensure that the process is inclusive, evidence-based,• Desk Review analysis of NAR’s previous strategies, evaluations, research, and
relevant national policy frameworks (Vision 2050, NST2, and various government policies).
• Key Informant Interviews with NAR leadership and staff.
• Validation workshops with stakeholder consultation meetings to review and refine draft content.
5. Deliverables and Indicative Timeline
The assignment is expected to be completed within a period of 22 Days starting from 7th July 2025 and will include the following key deliverables:
• Inception Report (including methodology and work plan)
• Situation Analysis and Stakeholder Mapping Report
• Draft Strategic Framework and Theory of Change
• Final Strategic Plan
6. Requirements
The selected consultant must meet the following criteria:
• Advanced degree in Peacebuilding, Development Studies, Strategic Planning, Public Policy, Law or a related field.
• Minimum of 10 years of relevant experience in strategic planning, especially with civil society organizations and international organizations.
• Demonstrated experience in developing strategic plans using participatory and rights-based approaches.
• Strong knowledge of Rwanda’s peacebuilding, governance, youth, and reconciliation/social cohesion landscape.
• Proven experience designing MEL frameworks and facilitating consultative processes.
